PENDLETON, Oregon – The Edwards Apartments building on Southeast Dorion Avenue has stood vacant for years. The Pendleton City Council asked City Attorney Nancy Kerns to explore how they could declare the building condemned.
“Her report was, the building is not in good condition at all, but it’s structurally sound,” Mayor John Turner said. “It’s not a nuisance. It’s not going to collapse. It’s not a danger to the public, so you can’t condemn it.”
The owner of the building has offered to sell it to the city so it could either be restored or demolished. The city has, so far, refused.
“What the sense of the council is: ‘We’ve got a building that is not up to code,’” Turner said. “Let’s start enforcing the code.”
